Grants-in-Aid Report

Dear Members,

The policy for the Mayor’s Grants-in-Aid Fund says “the mayor must report to council on an annual basis in respect of the status of the Fund including amounts withdrawn, and the names of the beneficiaries. Any donations received must also be reported.”

We do not recall seeing a report on this fund, nor the mayor’s Discretionary Fund, for years and have been asking for it since October.

The matter has been escalated to Speaker Wildeman, who is being invited to intervene.

These funds, which can be used to distribute patronage, were identified as problematic in the Forensic Investigation Report commissioned by Minister Bredell.   This is why they are made subject to special reporting requirements.

Dear Speaker Wildeman,

The mayor’s Grants-in-Aid Fund, also referred to as the Mayor’s Discretionary Fund, has a policy which requires an expenditure report on the Fund to be tabled before Council on an annual basis. This policy requirement has not been complied with.

Will you please instruct that the report be tabled at the next Council meeting?
